Every Golem team lead gets a pad of the spell tags. Each tag has the basic capability of making InstaGols; the difference between each pad is that they make the InstaGol imprint on the named Golem as their master.
If anyone else got a hold of Lockstock’s pad, they could slap a tag on anything and make an InstaGol out of it, but it would only listen to him. All Lina did was take the tag and change his name to hers.
Lockstock is just upset that someone “broke the rules”; no one can use those but him in the sense that they aren’t allowed to, but it’s entirely doable, as Lina just demonstrated.
If he’s the only one who can use those tags, why was a little girl able to edit it?
Certainly he has some bugs in the system to work out.
